LITE Diagnostic
£ pricing on request
A LITE Diagnostic builds on the LITE Scan by verifying a defined set of documents and producing an evidence-logged assessment suitable for assurance, TA design, or programme and operational planning. It produces:
An Observable Flow Readiness Index with coverage % and confidence flagging.
A binding constraint hypothesis (grounded in verified evidence extracts) for:
the execution trunk (budget release + commitment controls + treasury / FMIS / TSA payment execution + procurement-to-payment).
the financing channels (contingent finance, risk transfer, and other liquidity sources and how they are receipted into government systems).
Distribution (last-mile) (delivery systems and agreements that move funds to people, providers, and subnational entities).
A prioritised validation and options agenda, including:
A proof pack (the minimum evidence needed to confirm or revise the constraint hypotheses).
A shortlist of candidate options for operational improvement, to be refined with stakeholders.
The diagnostic is scope-capped by tier (document verification cap defined below) and is designed to inform assurance, TA design, and practical sequencing of validation and operational improvements.
Not a scorecard: an evidence-bounded diagnostic that makes uncertainty explicit and actionable.
Tiers
LITE-8
Document verification capped at up to 8 key sources
Suitable for a robust baseline.
LITE-12
Verification capped at up to 12 sources.
Reduces gaps and increases confidence.
LITE-24
Verification capped at up to 24 sources.
High-coverage, higher assurance use cases.
What you receive (PDF pack)
Dashboard: index + coverage % + constraint locations and weakest factors
Evidence register: source list with tier tagging and page / section references.
Constraint narrative: what binds, why it binds, and what would change the conclusion.
Evidence gaps: flagged subcomponents + implications + proof pack requests
Action plan: prioritised next steps and candidate options for operational improvement aligned to:
The execution trunk (core controls and payment execution).
The financing channels (liquidity pathways into government systems).
Distribution (last-mile) (delivery mechanisms to end users).
Who is it for?
IFIs, governments, insurers, climate finance providers, UN agencies, and NGOs who need a structured, evidence-logged diagnostic to guide validation, reforms, or operational planning — without overstating certainty where evidence is missing.
