LITE Diagnostic

A LITE Diagnostic builds on the LITE Scan by verifying a defined set of documents and producing an evidence-logged assessment suitable for assurance, TA design, or programme and operational planning. It produces:

  1. An Observable Flow Readiness Index with coverage % and confidence flagging.

  2. A binding constraint hypothesis (grounded in verified evidence extracts) for:

    • the execution trunk (budget release + commitment controls + treasury / FMIS / TSA payment execution + procurement-to-payment).

    • the financing channels (contingent finance, risk transfer, and other liquidity sources and how they are receipted into government systems).

    • Distribution (last-mile) (delivery systems and agreements that move funds to people, providers, and subnational entities).

  3. A prioritised validation and options agenda, including:

    • A proof pack (the minimum evidence needed to confirm or revise the constraint hypotheses).

    • A shortlist of candidate options for operational improvement, to be refined with stakeholders.

The diagnostic is scope-capped by tier (document verification cap defined below) and is designed to inform assurance, TA design, and practical sequencing of validation and operational improvements.

Not a scorecard: an evidence-bounded diagnostic that makes uncertainty explicit and actionable.
