A LITE Scan is an initial, public-evidence diagnostic of fiscal flow readiness under crisis pressure. It produces:
An Observable Flow Readiness Index (0—5) with coverage % noted.
A binding constraint hypothesis for:
The execution trunk (the core budget / control / treasury / procurement rail that enables payments).
The financing channels (how emergency liquidity enters and is receipted into government systems).
Distribution (last-mile) (how funds reach end users and subnational implementers).
A prioritised validation agenda (‘proof pack’) — the minimum evidence needed to confirm or revise the hypotheses.
The scan is scope-capped (up to 10 hours of QA after AI-assisted initial scoring) and designed to support rapid scoping of deeper verification, technical assistance design, or operational planning for crisis finance mechanisms.
